Key Responsibilities

As an HSE Officer, your duties may include:

Site Safety Monitoring & Enforcement

  • Monitoring and enforcing all health, safety, and environmental regulations across active construction site operations on a daily basis
  • Conducting thorough site safety inspections, compliance audits, and formal risk assessments to identify and eliminate potential hazards before they escalate
  • Ensuring that all site activities are carried out in strict accordance with UAE HSE standards, local regulatory requirements, and company-specific safety policies
  • Observing worker behavior and site conditions continuously, intervening immediately when unsafe practices or non-compliant conditions are identified

Incident Investigation & Reporting

  • Investigating all workplace incidents, near-misses, and accidents in a timely, thorough, and impartial manner
  • Preparing detailed safety incident reports with root cause analysis, corrective actions, and preventive recommendations for management review
  • Maintaining accurate, up-to-date HSE documentation, records, and compliance registers as required by UAE authorities and company procedures
  • Reporting recurring safety concerns and systemic risks to site management with clear, evidence-based recommendations

Training & Safety Culture Development

  • Planning and conducting regular safety training sessions, toolbox talks, and safety briefings for all site workers, subcontractors, and staff
  • Promoting and reinforcing a strong, positive safety culture across all levels of the workforce — from laborers to site supervisors
  • Educating workers on the correct and consistent use of Personal Protective Equipment (PPE) and ensuring full compliance at all times on site
  • Supporting new workers during site induction and orientation to ensure they understand all applicable safety rules and procedures from day one

PPE & Environmental Compliance

  • Monitoring the availability, condition, and proper usage of all PPE across the construction site
  • Ensuring environmentally responsible practices are followed during construction operations, including waste management and pollution prevention
  • Coordinating with site management to ensure environmental compliance with all applicable UAE regulations and project-specific environmental management plans
  • Identifying opportunities to improve environmental performance and recommending practical solutions to reduce the site’s environmental footprint

Skills & Qualifications

To qualify, you should have:

  • A minimum of 1 to 2 years of proven experience as an HSE Officer, Safety Officer, or in a similar health and safety role, preferably within a construction or contracting environment
  • Solid working knowledge of UAE HSE regulations, standards, and construction site compliance requirements, including familiarity with relevant local authority guidelines
  • Recognized HSE certifications such as NEBOSH, IOSH, or equivalent qualifications are a strong advantage and highly preferred
  • Strong ability to conduct risk assessments, safety audits, and incident investigations with accuracy, professionalism, and attention to detail
  • Excellent communication and interpersonal skills, with the confidence to deliver toolbox talks, safety training sessions, and direct safety instructions to a diverse, multilingual workforce

This role involves:

  • Working full-time on an active outdoor construction site in Dubai, which may involve exposure to heat, dust, noise, and varying weather conditions
